Analysing feminist responses to the (mainstream) media coverage of the sexual assaults of New Years Eve 2015 in Cologne, this article shows how a theoretical concept that is used to frame feminist arguments can influence the strength of those arguments. German-speaking media extensively reported on the large number of sexual assaults against women that happened during that night in Cologne. The dominant narrative in those media reports dwells on the circumstance that the arrested suspects all had a refugee or migrant background, which assisted right-wing politics in re-creating a racist stereotype about male refugees and migrants being a threat to western women. Feminist responses to that media discourse insisted that rape culture was a cross-cultural phenomenon and that media as well as political analyses of the assaults need to take into account an understanding of intersectionality. Based on a content analysis of twenty-five feminist texts about the events of 'Cologne, I argue that the application of the concept of intersectionality created contradictions and argumentative voids within the otherwise strong feminist arguments because it conflated sexist and racist dynamics, which were both present in the context of 'Cologne but not always intersecting. I further argue that these contradictions unintentionally aided the right-wing co-option of feminist demands concerning 'Cologne and I suggest that the theoretical concept of femonationalism is better equipped to analyse events like 'Cologne. ; Refereed/Peer-reviewed ; (VLID)5344189 ; Version of record

Im Lichte des Europäischen Unionsrechts, insbesondere unter Anwendung der Wettbewerbs- und Binnenmarkregeln, stellt sich die Frage, ob ein Mitgliedsstaat Zuschüsse an bestimmte Dienstleistungserbringer leisten darf, damit abgelegene Regionen mit gewissen notwendigen Dienstleistungen versorgt werden können, wenn diese ohne staatliche Unterstützung für das erbringende Unternehmen wirtschaftlich unrentabel wären, da etwa eine Kostendeckung nicht gewährleistet ist. Die vorliegende Arbeit beschäftigt sich mit dem unionsrechtlichen Beihilferecht und mit der Frage, ob und unter welchen Voraussetzungen ein Mitgliedsstaat Ausgleichszahlungen für Dienstleistungen von allgemeinem wirtschaftlichem Interesse leisten darf. Der erste Teil der Arbeit stellt die allgemeinen Grundzüge des unionsrechtlichen Beihilferechts dar. Das Gewerberecht ist eines der ältesten Rechtsgebiete des Verwaltungsrechts. Trotz seines hohen Alters ist das Gewerberecht schnelllebiger als so manch junges Gesetz. Dies liegt vor allem daran, dass das Gewerberecht einer der wichtigsten Bestandteile der österreichischen Ökonomie ist und die Politik vor allem an einer funktionierenden, stetig wachsenden und dynamischen Wirtschaft Interesse hat. Daher hat es in den letzten 156 Jahren über 100 Änderungen durch den österreichischen Gesetzgeber im Bereich der Gewerbeordnung gegeben. Es sind jedoch nicht nur die zahlreichen Änderungen, die diese Thematik so spannend machen, auch die einzelnen Phasen von Liberalisierung und Reglementierung die es im Verlauf der letzten 156 Jahre immer wieder gegeben hat und die politische und wirtschaftliche Entwicklungen dieser Zeiten sind es Wert näher betrachtet zu werden. Diese Arbeit setzt sich daher mit der geschichtlichen Entwicklung der Gewerbefreiheit - insbesondere den Reglementierungen und Liberalisierungen der Gewerbeordnung auseinander. Andy Warhol hat sich als der Porträtist einer grellen, bunten und künstlichen Welt eingeprägt, als der berühmteste aller Pop Artists, dessen Bilder vor allen Dingen eines sein sollten: Fröhlich, unkritisch und gefällig. Als einer der wichtigsten amerikanischen Künstler des 20. Jahrhunderts hat Warhol die Maßstäbe von Kunst neu gesetzt und beeinflusst bis heute unzählige KünstlerInnen. In der Wissenschaft herrscht jedoch weiterhin die Interpretation von Andy Warhol als unpolitischen Künstler vor, die - unterstützt durch Warhols eigene überlieferte Aussagen - eine Negierung einer politischen Dimension in Warhols Werk zur Folge hat. Das Bild eines an gesellschaftlichen und politischen Strömungen gänzlich uninteressierten und gleichgültigen Menschen, der eine tiefgründige Interpretation seiner Bilder von vorn herein für unzulässig oder zumindest für unsinnig erklärt, entsteht.Hinter der glatten und gleichgültigen Erscheinung Warhols fand sich jedoch ein durchaus politisch denkender und handelnder Mensch, der sich den kritischen Themen der Zeit in seinen Bildern und Filmen annahm. Ikonografische Analysen ausgewählter Werke vor dem gesellschaftlichen und politischen Hintergrund der jeweiligen Epoche verdeutlichen, dass sich Andy Warhol mit nahezu allen brisanten Themen seiner Zeit auseinandersetzte ? sei es die Bürgerrechtsbewegung und der Kampf der afro-amerikanischen Bevölkerung um Gleichberechtigung, die Ermordung Präsident Kennedys, die Aufrüstung und Eindämmungspolitik gegenüber kommunistischer Staaten im Kalten Krieg 5898und die wachsende nukleare Bedrohung, die Debatte um die Abschaffung der Todesstrafe oder die Gay Liberation Bewegung der 1960er-Jahre. Warhol gewann die Inspirationen für seine Bilder aus tagesaktuellen Berichten und so liest sich sein bildnerisches Werk heute nahezu als Chronik der Vereinigten Staaten der zweiten Hälfte des 20. Jahrhunderts und offenbart einen komplexeren und kritischeren Menschen, als ein erster Blick vielleicht vermuten lässt. ; Today, Andy Warhol is renowned for being the most famous ?pop artist? and viewed as the portraitist of a dazzling, colorful and artificial world whose paintings first and foremost should be interpreted as happy, uncritical and agreeable art. Being one of the most important 20th century artists, Warhol has set new standards within the art world and is of great influence for artists up to this day. Interestingly, modern research has defined Warhol as an apolitical artist, and political backgrounds or incentives for his work are usually denied, often due to Warhol?s own sayings and comments. Warhol?s statements want to make everybody believe, that he is completely uninterested in (or at least indifferent about) political and social developments and that his works of art may not or can?t be interpreted in a political way. Behind this indifferent façade lies an artist, whose thoughts and acts were influenced by his interest in politics and who tackled his critical opinion in many of his paintings and movies. Through iconographic analysis and interpretation of the social and political background of selected works of art this thesis aims to show that Andy Warhol got involved with almost all the explosive political events of his time: The Civil Rights Movement, the Kennedy murder, the arms build-up during the Cold War and the US-containment policy against communist states and the growing concern of nuclear weapons, the movement for the abolition of the death penalty or the Gay Liberation Movement of the 1960s were just some of the topics Andy Warhol dealt with in his works of art. Warhol gained inspiration for new motifs in daily newspapers and magazines. Das Ziel der Europäischen Union ist es, eine starke Bindung der Staaten untereinander zu schaffen und gleichzeitig die nationalen Eigenheiten der Mitgliedstaaten zu bewahren ? getreu dem Motto ?Einheit in der Vielfalt?. Neben den nationalen Identitäten soll gleichwertig eine gemeinsame europäische Identität etabliert werden. Die Erfahrung der letzten Jahrzehnte hat gezeigt, dass sich eine solche nicht alleine durch eine wirtschaftliche, militärische, politische oder rechtliche Zusammenarbeit entwickeln lässt ? vielmehr bedarf es hierzu einer Kooperation der Mitgliedstaaten auf kultureller Ebene. Das Programm ?Europäische Kulturhauptstadt? ist eng mit der Entwicklung der Kulturkompetenz der Europäischen Union verbunden. Es wurde 1985 von Melina Mercouri ins Leben gerufen und stellt seither jährlich für mindestens eine europäische Stadt die Möglichkeit dar, sich mit einem Kulturprogramm von dezidiert europäischer Dimension zu profilieren. Seitdem Athen als erste Stadt den Titel trug, hat sich diese Aktion zu einem der beliebtesten und bekanntesten Programme der Europäischen Union entwickelt. Für das Bewerbungs- und Auswahlverfahren, die Programmgestaltung, Nachhaltigkeits- und Finanzierungsaspekte und vor allem für die Erwartungen und Zielvorstellungen Europäischer Kulturhauptstädte gibt es eine Fülle von Vorgaben seitens der Europäischen Union. Die jeweiligen Programme der Europäischen Kulturhauptstädte sollen die einzigartige Vielfalt der Kulturen Europas hervorheben und leisten durch ihre europäische Dimension einen wertvollen Beitrag auf dem Weg zur Schaffung einer gemeinsamen europäischen Identität. ; According to its motto ?United in Diversity? the aim of the European Union is to create a growing bond between its states on the one hand, and on the other hand to preserve and protect the peculiar features of each member state. In addition to the national identities a common European identity should be established. The experience of the last decades taught us, that for establishing this common identity we have to go further than cooperation in the fields of economy, politics, military or law. In fact, we need cooperation at a cultural level among the member states of the European Union.The history of the ?European Capital of Culture? programme is connected to the development of the European Union?s authority and competence in cultural matters. In 1985 Melina Mercouri suggested the programme, which has since then enabled at least one European city every year to present itself with a cultural programme of a European dimension. Ever since Athens became the first European Capital of Culture, the programme enjoyed great popularity and publicity. There exist plenty of EU requirements for the application and selection process, sustainability and financial aspects and most importantly for the aims and objectives of European Capitals of Culture. The cultural programmes of European Capitals of Culture have to highlight the unique diversity of cultures in Europa. In summer 2007, the US subprime crisis emerged and economic growth in industrialised countries started to slow down. The situation deteriorated after the default of Lehman Brothers in September 2008 and despite massive government interventions, the United States and most European countries slid into recession. We investigate the influence of the recent economic and financial crisis on European labour market perspectives and educational attainment decisions. Furthermore we disentangle the differential impacts of the crisis on various demographic subgroups. We find that young male workers have been hit hardest, while older workers and women have been partially protected by non-redeemable contracts and the fact that they work in sectors which have been less severely hit by the crisis. Focusing on the education sector, it seems that the demand for education increases because individuals try to circumvent the tight labour market, while the supply of education suffers because of the increased pressures on federal budgets in most European countries. However, we conclude that it is too early to make a definite statement because the full impact of the crisis on the education sector is still to come.
